According to ICLEI, there are five steps for cities aiming to successfully transition into post-carbon cities. These include:
- Developing a baseline inventory of GHG emissions
- Establishing a target to lower emissions
- Developing a local climate action plan to implement actions that reduce GHG emissions
- Implementing the local action plan
- Measuring, verifying and reporting performance
In light of climate change, many cities are already in the process of or have targets to transition into low-carbon cities. No city is exactly alike, therefore no transition plan can be exactly imitated. Although cities mimic certain best practices, each city needs to be innovative to see what practices and overall holistic strategies can best benefit the needs of their city while adhering to the five steps mentioned above. Recently, Vienna has announced their commitment to the post-carbon transition.
The “Smart City Wien Framework Strategy” was approved by the Vienna City Council in June 2014. With a target of 2050 and a baseline year of 1990, the city of Vienna has dedicated itself to achieving an 80% reduction of CO2 and while getting 50% of its energy from renewable sources. These targets will be reached by designing policy around three pillars: resource use, quality of life and innovation. Keeping these pillars in mind when developing future policies and initiatives will help ensure that Vienna stays on the right track to reach its 2050 goals. With the participation of the local authorities and engaged citizens, targets will be monitored regularly to ensure the strategy is being effectively implemented, particularly between the development and implementation phase. The city believes that with its financial resources, increased dedication and high citizen participation, the city can be successful in carrying out the strategy to make the transition towards a post-carbon future.
